العرف من أهم مصادر القانون الدولي العام، لأنه أوجد معظم قواعد هذا القانون، ولأنه يشمل جميع الدول التي تعارفت عليه. ـ الهيئات الحكومية: ونعني بها سلطات الدولة: التنفيذية التي تشرف على العلاقات الخارجية، والتشريعية التي تضع القوانين الداخلية وبعضها يتعلق بأمور دولية، والقضائية التي تصدر الأحكام القانونية.
